Press Release: Proactive State Of Emergency Declaration

MOORE COUNTY DECLARES STATE OF EMERGENCY TO AID COVID-19 RESPONSE  


A State of Emergency has been declared in Moore County on Friday, March 13, 2020, as the number of COVID-19 cases in North Carolina continues to climb.  At this time, this declaration is primarily an administrative action and should not heighten fears or fuel panic among residents.  If the circumstances require further action, this declaration will be amended as needed.  Moore County currently has no presumptive positive cases. 

Although the risk of contracting the novel coronavirus remains low in Moore County, this declaration is a proactive measure allowing for flexibility to respond to this evolving situation in the days and weeks ahead.  This declaration allows Moore County to utilize additional resources and activate emergency plans and mutual aid agreements.

Citizens should continue to follow current recommendations from the Moore County Health Department,  North Carolina Department of Health and Human Services, and Centers for Disease Control.

The Moore County Sheriff’s Office is working closely with county and state agencies, as well as community partners, to best prepare for any potential outbreak of the Coronavirus (COVID-19) in our county. 
We are working with the Moore County Health Department and the North Carolina Department of Health and Human Services to follow recommended guidelines to mitigate the spread of this virus.  
Using those recommended guidelines, we are currently implementing best practice measures in the Sheriff’s Office, the Detention Center, and the Courthouse to minimize the potential for exposure to the virus. 
Effective Monday, March 16, 2020, the following Moore County Sheriff’s Office services will be suspended until the imminent threat of this virus subsides:   
            1.  All on-site inmate visitation
            2.  All inmate programming (AA & NA, Religious Services, Parenting Classes)
            3.  Court ordered DNA collection  
In addition to our own protective measures, the NC Judicial Branch has already released their directive which affects both pending Superior and District Court cases. Refer to their website for exact details.  https://www.nccourts.gov/courts/supreme-court
Sheriff’s Fields utmost priority is to safeguard the citizens, county personnel, and inmates alike from the spread of this virus.  We are currently working with contract vendors to negotiate off-site communications with inmates, as this technology is currently available.  The Sheriff’s Office asks for patience as we navigate these issues and assure you that all personnel are working diligently to reduce disruptions in service.  These suspended services will be evaluated weekly until they are restored completely.

Moore County Government offices continue to be open for business.  As always, the health and safety of our citizens is our top priority.  Our buildings are receiving enhanced cleaning attention for your safety.  Also, additional hand sanitizer stations have been installed in our buildings for your use.  Because of the variety of services provided by the County, we continue to evaluate each department’s needs and are prepared to address those needs to combat any potential health concerns.     

We encourage anyone who is sick to stay at home.  If your county business can be conducted electronically (via phone, email, internet, etc.), please consider using these options.  Departmental phone numbers are listed on our website and are also provided below for your convenience.

The Centers for Disease Control (CDC), North Carolina Department of Health and Human Services (NCDHHS), and local health officials encourage everyone to follow preventative protocol which can be found at www.cdc.gov.  Citizens may also call the NC Division of Public Health Coronavirus Helpline at 1-866-462-3821. Working together to ensure these practices are implemented and followed will greatly benefit our community.

As this situation continues to evolve, we will provide updates through the media, the County website (www.moorecountync.gov), County building postings, and the Moore County Public Safety Facebook page.  We are committed to continuing to serve you during this challenging time.

The schedule of operations for Moore County Governmental Office for Friday, February 21, 2020 will be as follows:

·        Moore County general Governmental Offices will open at 10:00 AM.

·        Moore County Transportation Services will begin operations a 12:00 PM (Noon)

·        Moore County Department of Aging services that will be impacted are: there will be no home Delivered Meals, No Diners Club.

·        Moore County Compactor Sites will open gates a 10:00AM

·        Moore County Board of Elections early voting sites located at Carthage Agricultural Center and Pinehurst Fire Department will open at 10:00 AM.

Fire, Rescue, EMS, and Law Enforcement operations continue throughout the county without interruption.

Please do not call the EOC or 911, to get road conditions or to arrange transport to or from work.

To report power outages contact your power company directly.

Please contact the NC Department of Transportation or your local municipal Public Works Department concerning road clearing operations.
