Woodlake Dam / Hurricane Matthew Update 10/12/2016

Emergency Operations Center
The Moore County Emergency Operations Center (EOC) is activated to manage the overall Hurricane Matthew storm response and recovery efforts to include the Woodlake Dam incident.  The telephone number to reach the EOC for assistance is 910-947-6317.

Damage Assessment
Moore County Public Safety is seeking information from Moore County residents and businesses that have suffered damage or losses due to Hurricane Matthew.
·         Our damage assessment teams have been assessing structural damage to residential and businesses properties; this does not include damage personal property (i.e. vehicles, boats, motorcycles). 
·         We will begin damage assessments in the flood impacted areas of the county as soon as it is deemed safe and the water levels recede.
·         Please report damage from Hurricane Matthew by calling 910-947-4386 or email us at: mcdps@moorecountync.gov

Public Shelter
Moore County Department of Social Services, Health Department and Red Cross continue to maintain an “open” emergency public shelter in Carthage for our impacted citizens.

Shelter Rules and Regulations:
    1. Children under 18 years of age with the exception of emancipated minors must be accompanied by an adult when entering the shelter and remain in the custody of the guardian during their stay.
    2. Residents are instructed not to bring alcohol, drugs, guns or other weapons, “boom boxes”, radios, TVs, or perishable goods. Law enforcement will have the authority to search bags and confiscate any items brought into the shelter.
    3. Residents utilizing public shelter spaces are instructed to bring medications, blankets, special foods/formulas for children, and a supply of food for personal consumption.
    4. Public shelters should be considered “shelters of last resort” with very basic provisions for a safe, dry, warm environment to include a cot for sleeping and limited meal capabilities.
    5. This is not a Companion Animal or Pet Friendly Shelter. Animals will be transported and cared for at the Moore County Animal Operations Center.

Power Outages
Please do not call the EOC to report power outages, get road conditions or to arrange transportation to or from work. Our transportation resources are reserved for mission critical shelter staff, medical patients, and storm victim’s access to the shelter.

Debris Management
Please contact the NC Department of Transportation at 910-947-2233 or your local municipal Public Works Department concerning road clearing operations.

Woodlake Dam
Major work has been completed over the last 36 to hours to stabilize the incident. High volume pumps have been placed in an effort to lower the water level and relieve the stress on the dam and spill way. Public Safety and NC DEQ Dam Safety staff has been on scene since Monday afternoon managing the incident,

Mandatory Evacuation Order remains in effect for the flood zone below the Woodlake Dam.
·         Access to the impacted areas is being controlled by law enforcement officers and roaming patrols are being conducted.
·         On a limited basis, Law Enforcement is escorting citizens into the impacted area to feed animals and critical supplies.
·         No decision concerning lifting the evacuation order will be made until late afternoon at the earliest.

Volunteers
We are only utilizing volunteers that have been vetted by NCVOAD agencies.
·         No spontaneous volunteers will be utilized.

Donations
Donations may be made to the American Red Cross and Salvation Army.
