Disaster Recovery Efforts in Moore County,
NC
The Moore County Emergency Operations Center (EOC) continues
to remain open twenty-fours per day with staff dedicated to supporting the ongoing
response and recovery efforts. The EOC

Preliminary Damage Assessments (PDA’s) have been completed in the
non-flood related areas and assessment data has been submitted to the North
Carolina Division of Emergency Management Recovery Section. We are awaiting a Disaster Declaration for
Moore County.

Damage Assessments will be conducted in the evacuation areas below the
Woodlake Dam as soon as it is deemed safe for teams to enter the area. The Mandatory Evacuation Order has been
extended and remains in effect through October 16th.

The emergency shelter for evacuees remains open at the Moore County
Agriculture Center in Carthage.
Companion animals are accepted and will be cared for at the Moore County
Animal Operations Center.

Stabilization of the Woodlake Dam remains a key priority. Multiple pumps
continue to remove water from the lake in an effort to reduce the stress on the
weakened spillway. NC DEQ Dam Safety staff remains on site providing technical
advice.

The Mandatory Evacuation Order has been extended through October 16,
2016.
Moore County is in the final planning process of
delivering several key services to assist in the recovery process within our
community. We are currently engaged with
North Carolina Emergency Management to implement a one stop, all inclusive, Disaster Recovery Center capable
of handling our citizen’s needs during this very difficult and stressful time.
Disaster Recovery Centers
Disaster Recovery
Centers (DRCs) are a temporary facility located in or near the impacted area
where survivors can go to obtain disaster related information. The centers are
staffed with specialists from FEMA, the State Emergency Response Team (SERT),
the U.S. Small Business Administration (SBA) and a
variety of disaster-recovery representatives from local and voluntary agencies.
It is recommended that homeowners and
renters register with FEMA before visiting a DRC. This can be accomplished
online at www.disasterassistance.gov
or by calling FEMA’s toll-free registration and helpline at 800-621-FEMA
(3362) or TTY 800-462-7585 for those with a speech - or
hearing-impairment.
Individual Assistance Program (Individuals and Households Program - IHP)
When disasters take place, the
Individuals and Households Program (IHP) provides money and services to
individuals in the disaster area when losses are not covered by their insurance
and property has been damaged or destroyed.
You must meet specific eligibility
criteria to qualify for IHP assistance. IHP is designed to assist you with
critical expenses that cannot be covered in other ways.
The following list
shows the types of assistance available through IHP and what each provides.
Temporary Housing (a place to live for a limited period
of time): Money is available to rent a different place to live, or a government
provided housing unit when rental properties are not available.
Repair: Money is available to homeowners to repair damage
from the disaster that is not covered by insurance. The goal is to make the
damaged home safe, sanitary, and functional.
Replacement: Money is available to homeowners to replace
their home destroyed in the disaster that is not covered by insurance.
The goal is to help the homeowner with the cost of replacing their destroyed
home.
Permanent Housing Construction: Direct assistance or
money for the construction of a home. This type of help occurs only in
insular areas or remote locations specified by FEMA, where no other type of
housing assistance is possible.
Other Needs: Money is available for necessary expenses
and serious needs caused by the disaster. This includes medical, dental,
funeral, personal property, transportation, moving and storage, and other
expenses that are authorized by law.
Public Assistance Program (PA)
The objective of the Federal Emergency
Management Agency's (FEMA) Public
Assistance (PA) Grant Program is to provide assistance to state,
tribal, local governments and certain types of private non-profit
organizations so that communities can quickly respond to and recover from major
disasters or emergencies declared by the president. The State of North Carolina
manages this program as the grantee from FEMA (grantor) for all sub-grants
awarded to local eligible jurisdictions and agencies within the State of North
Carolina.
Disaster
Temporary Housing Program
The North Carolina Division of
Emergency Management is committed to serving the citizens of North Carolina
with housing issues following a disaster. Recovery from any disaster is
intended to return an individual, family, or community to pre-disaster
conditions whenever possible. In the event of a federal declaration of
disaster by the president, the Federal Emergency Management Agency (FEMA)
begins working with its federal partners, state and local government, and
impacted communities to meet housing needs that may include temporary housing,
home repairs, and home replacement.
Small
Business Administration
The U.S. Small Business
Administration (SBA) offers affordable financial help to businesses and
private, non-profit organizations in a declared disaster area. Help is
available in the form of low-interest, long-term loans for losses not fully
covered by insurance or other means.
Unmet
Needs Program
The Individual Assistance process may
be insufficient or difficult to navigate for some survivors in the aftermath of
a disaster. The State Unmet Needs Program assists individuals and
families who may need additional information on the progress of their
assistance application or who may have needs outside the scope of standard
assistance grants.
The Moore Free and Charitable Clinic seeks to create a healthy
community through a collaborative effort with the purpose of providing health
equity for the uninsured. Mission: “With compassion and
respect, MFCC provides health care to the limited income, uninsured of Moore
County.”

Agency (FSA) has a host of programs for to help farmers and livestock
producers recover from heavy rains, flooding and other qualifying events

The U.S.
Small Business Administration has announced a disaster declaration
for North Carolina counties affected by Hurricane Matthew. The SBA
offers disaster loans for small businesses, agricultural cooperatives,
